Utilizing a 500 RPM Right Angle Drill, carefully drill and spot face the location, then tap threads.
To prepare the surface of a machine for adhesive mounting pads, simply back the drill depth off to a minimum and use the tool to prepare a clean, flat surface to adhere to.
